Once considered one of the game’s most underwhelming agents, with one of the lowest pick rates at VALORANT Champions, the Indian controller has received a sweeping rework that significantly changes how his abilities function in combat.
From vision-denying utility that now inflicts debuffs, to stronger zoning tools and faster control options, Harbor’s new kit finally feels ready to compete with the likes of Viper and Omen. New Description:
Equip High Tide. Fire to send vision-blocking Screen forward along the ground. Hold Fire to guide the Screen toward your crosshair. Alt Fire to stop the Screen early. All players crossing High Tide are Slowed.
What’s New:
Harbor’s defining wall has received a major buff. Previously, High Tide was a flexible, snake-like wall that could bend around corners and block lines of sight, similar to Phoenix’s Blaze or Viper’s Toxic Screen, but without any additional effects.
Now, it doesn’t just block vision, it Slows all players who pass through it including teammates, a similarity to how it was before the Harbor changes. This change immediately upgrades Harbor’s crowd-control potential, allowing him to disrupt enemy rushes and delay post-plant retakes with much greater impact.

Use High Tide not only to deny sightlines but also to control timing. Deploy it across chokepoints right as opponents push through, the slow effect will stagger their entry, giving your team crucial seconds to reposition or set up utility.
New Description:
Equip Cove. Activate to form a Smoke in the selected location. Hold Fire or Alt Fire to move the marker. Reload toggles targeting view. Reactivate to Shield the Smoke from bullets. The Shielded Smoke can be destroyed.
What’s New:
Cove remains Harbor’s unique hybrid between a traditional Controller smoke and a temporary barrier and controlling utility similar to an initiator perhaps, but the new rework emphasizes player agency and flexibility. Previously, Cove automatically generated a destructible shield when cast. Now, players can choose when to activate the Shield, giving Harbor far greater control over timing.
This update makes Cove far more adaptable in gunfights. You can drop it early to fake a plant or save the shield activation for when the enemy begins wall banging or retaking.

Use Cove in two stages: first as a smoke, then as a temporary barrier. Drop it to cover a spike plant, hold the activation, and only trigger the shield once the enemy starts spraying. This small timing adjustment can secure an entire post-plant setup.
New Description:
Equip Storm Surge. Fire to throw, creating an explosive whirlpool that Nearsights and Slows enemies within it after a short duration. (This ability used to be called Cascade but was revamped.)
What’s New:
Previously, Harbor’s utility kit lacked a reliable way to punish grouped enemies or create chaos in confined areas. Storm Surge introduces exactly that: a throwable, area-denying ability that combines two debilitating effects: Nearsight (reducing enemy vision range similar to Omen’s Paranoia) and Slow.

Equip Reckoning. Fire to unleash the full power of your artifact, releasing a surge of water that barrels forward to Nearsight and Slow enemies that are hit.
What’s New:
Harbor’s ultimate was previously an area-of-effect ability that sent out waves to concuss enemies multiple times in a circular zone. The new version completely changes how it functions—it now moves forward like a wave, similar to Breach’s Rolling Thunder, and applies Nearsight and Slow instead of concussion.
This means Reckoning can now be used as an initiating tool for site executes or a retake breaker, forcing defenders off angles as their vision and movement are crippled.

Use Reckoning proactively with your team’s entry. Pop it right before a coordinated push—enemies caught in its path will struggle to fight back effectively, allowing your duelists to clear space easily. It also doubles as an excellent post-plant retake deterrent.

These reworks shift Harbor from being a passive, setup-heavy Controller to a tempo-controlling disruptor. His new kit rewards creativity, timing, and aggressive use of utility rather than just site denial.
